Not All Rainbows and Sunshine

It was nice leaving you a post over the weekend about how smoothly all of our bills are going and how there are several instances of cooperation occurring at the Statehouse.  This is Illinois however and although the ICS initiatives are all still on track, we still have more than our fair share of conflict.


Ideally, this year the House and Senate would each release a budget, and then they would make a joint committee to work out a compromise between the two.  The House was able to come to an agreement in near record time this year, resulting in the House sending their budget to the Senate while the Senate was still hashing out their own details.  Not wanting to look slow by comparison, the Senate Democrats made final changes to their budget and sent them immediately to the floor for a vote without giving Senate Republicans time to see, let alone make comment on the new budget proposal.  This was not well received.

Workers’ Compensation

From the Capitol Fax:

House Speaker Michael Madigan told reporters Friday afternoon that if he doesn’t see progress soon on workers’ compensation reform he’ll allow a floor vote on Rep. John Bradley’s bill to eliminate the entire system. Word is, Madigan has almost 60 votes in his caucus for the bill, and some HGOP votes are reportedly out there. This is no empty threat, insiders say. If the business lobby and the Republicans can’t come together behind a bill that Madigan thinks can pass, then the nuclear option will be used.

    What is the status of the Oxygen bill. Has it come up for a vote in the House?
